Operational Permits and Industrial Activity Mobility

As part of efforts to prevent and control the spread of Covid-19 in the industrial sector, the Ministry of Industry requires all companies operating in the sector to obtain an Operational and Mobility Permit for Industrial Activities (IOMKI).

 

In accordance with prevailing policies, Minister of Industry Circular Letter No. 3 of 2021 (SE Menperin 3/2021) provides guidelines and procedures for implementing operational and mobility activities within the industrial sector, as well as for enforcing Covid-19 health protocols within Industrial Companies and Industrial Estate Companies during the Covid-19 Public Health Emergency.

 

Applications for IOMKI can be submitted through the electronic account at siinas.kemenperin.go.id. Through this account, companies are required to submit a biweekly report (twice per week) on their operational and mobility activities. Companies must also provide a declaration confirming the accuracy of the data and information submitted, and acknowledge that they are willing to accept sanctions if any discrepancies are found between the reported data and actual conditions on the ground.

 

Sanctions That May Be Imposed on Companies:
The following sanctions may be imposed on companies that fail to comply with IOMKI reporting requirements:

  1. Written Warning: Issued if a company fails to submit its operational report for a given reporting period.
  2. Permit Suspension: Imposed if a company receives three (3) consecutive written warnings, or three (3) warnings within one month from the date of the first warning.
  3. Permit Revocation: Imposed if the company commits any of the following violations:
    1. Fails to submit IOMKI reports for three (3) reporting periods
    2. The company’s KBLI (Business Field Classification Code) does not match its actual industrial business activities
    3. Fails to upload its Industrial Business License (IUI)
    4. The IOMKI application is submitted by a party that is not the registered IUI holder
    5. The reported IUI is not yet effective
    6. Fails to include production details
    7. Fails to enter company contact information

 

Furthermore, in the case of a permit revocation, companies may reapply for an IOMKI no sooner than 14 (fourteen) days from the date of revocation.
